What changes from 2026?

From 1 January 2026, Belgian VAT-liable businesses must use structured electronic invoices for B2B transactions. A PDF by email or platform is no longer sufficient: the invoice must be exchanged as structured data between software systems (typically via Peppol).

Tolerance period (early 2026)

FPS Finance applies a tolerance period in the first 3 months of 2026 where no sanctions are imposed for start-up problems (e.g. lacking technical means), provided you can prove you prepared in a timely and reasonable way. This is not a general postponement.

What is Peppol?

Peppol is a secure network to send and receive electronic documents (sales invoices and credit notes). Unlike PDFs, Peppol invoices contain structured data that accounting software can automatically process.

Who does it apply to?

  • For (almost) all Belgian VAT-liable businesses for B2B from 01/01/2026.

Dexxter also notes that small businesses under the VAT exemption may still need Peppol for invoicing to Belgian businesses.

Which documents are covered?

  • Included: sales invoices and credit notes
  • Not included: quotes, work orders, timesheets, etc.

How to prepare

1) Check your scope (do you invoice B2B in Belgium?).

2) Choose Peppol-compatible invoicing/accounting/ERP software.

3) Test your flow with a Peppol-connected partner.

Dexxter notes (Peppol)

Dexxter describes activation via Settings → Integrations → Peppol and identity verification via itsme, and notes you will also need to be able to receive purchase invoices via Peppol from 2026.
